A week after the official liquidation of the Federal Drug Control Service and the transfer of drug control functions, the Ministry of Internal Affairs in Perm ended a loud trial of two chemists producing an industrial substance that was the basis for manufacturing amphetamines. This has become one of the largest and most unusual cases of the already abolished drug police. The countries of Europe and the Middle East were literally flooded with cheap Russian precursor, from which, according to the most conservative estimates, up to 3.5 billion narcotic tablets were prepared, and the total revenue of the drug mafia could be over $ 50 billion. Two Russians who were at the origin of the criminal business , received long periods, and abroad dozens of their accomplices were brought to justice.
From small chemistry to industrial level
The sentence of Ilya Kudryavtsev and Alexander Nedugovu was announced on Tuesday by the judge of the Dzerzhinsky District Court of Perm Elena Vyatkina. She found both guilty of producing and selling drugs committed by a group of individuals in a preliminary conspiracy (Part 3 of Art. 228.1 of the Criminal Code of the Russian Federation), sentencing the first to a 17.5 year penal colony, and his accomplice to 12.5.
As the Federal Drug Control Service investigators who investigated the case explained to Kommersant, the manufacturer of the precursor was Perm LLC NPP Trivektr, created back in the 1990s by Pavel Kudryavtsev, a businessman and a chemist by training. Until 2010, he was even listed as chairman of the Perm Chamber of Commerce and Industry.
MIA entered into the rights of inheritance
At first, this small enterprise was engaged in low-tonnage production of a rather limited range of chemical products and its sale. However, the entrepreneur Kudryavtsev quickly realized that the manufacture of highly concentrated 1-phenyl-2-propanone could bring much greater profits. This substance is well known in Europe as the basis for the manufacture of synthetic drugs of the amphetamine group and is more often abbreviated as BMK or IBC, and its circulation is strictly controlled by law enforcement agencies. First, in the list of products, BMC was only sixth in the list of Trivektra products, but then became the main one. According to some information, Kudryavtsev often visited abroad at various exhibitions and seminars of chemists, where, apparently, representatives of criminal clans of Western Europe, who needed cheap and high-quality raw materials for drug laboratories, showed interest in the products of his enterprise. In order to improve the synthesis of matter in Perm, a specialist was even sent from one of the Baltic countries. However, after the process went to the industrial level, they refused the services of a foreigner. Around 2001-2002, the BMK went in a big stream to the EU countries. According to current information, amphetamines from high-quality Russian raw materials were produced in the Netherlands, England, as well as in Poland and the Baltic States. A feature of the Permian BMC was that it was possible to prepare a drug from it practically at home. For this we needed a minimal set of equipment and an autoclave. There is evidence that periodically synthetic drugs were made in trailers - motor homes, which constantly moved from place to place. The very same drug came true massively mainly in nightclubs and other places of recreation for young people. By the way, at that time the turnover of precursors in Russia was under relatively mild control, and the only effective restriction was only its ban on the export without special permission.
Then Mr. Kudryavtsev and his accomplices used a rather primitive scheme. The drug blend was sold by Trivektrom to its own "trading houses" established by the businessman himself or with his participation - OOO Himtekhprom and OOO Ural-Himtekhprom. By the way, Ilya Kudryavtsev's son became the leader of the latter. According to the documents, these LLCs sold BMK to firms that actually turned out to be "one-day". In reality, the mixture left Perm directly to the Moscow region, where its recipients were the structures of a certain Varezhkin — a friend of Kudryavtsev Sr.. Here, the BMC was poured into additional fuel tanks of trucks - cargo carriers whose drivers and their owners received their share of the reward. Often, such fuel tanks were a container specially designed for smuggling, in which a small part of the fuel was discharged near the filling neck, and the bulk of it was separated by an impenetrable partition for transporting any liquid smuggling.

According to Kommersant’s sources, already in 2005, Europol turned to the competent authorities of Russia with a request to find out why a huge amount of BMC comes from our country. In 2006, the Federal Drug Control Service conducted an operation, as a result of which the BMK party was intercepted and seized, and Varezhkin and four of his accomplices were put on trial for smuggling. However, they did not confess anything, did not extradite Pavel Kudryavtsev, and received a relatively mild sentence after a court sentence — on average, about three years in prison. By the way, Kudryavtsev himself was then also interrogated and even declared his readiness to cooperate with the investigation. He declared his innocence, insisting that his products were intended only for industrial purposes - production of pesticides, perfumes, etc. Already much later, the Federal Drug Control Service found out that in fact almost none of the legal Russian industrialists were interested in BMK. The father and son of the Kudryavtsevs themselves, as well as their leading chemist Alexander Nedugov, who were constantly analyzing the relevant market, knew about this. But the clients were, for example, in the Baltic States. In particular, the Federal Drug Control Service in cooperation with the Lithuanian Criminal Police Bureau found that large quantities of BMK were acquired by entrepreneurs associated with members of the Lithuanian organized crime community Agurkiniai (“Cucumbers”). After five years of development of “Cucumbers”, the community was liquidated during a joint operation by law enforcement officers from Lithuania, Latvia, Russia and Belarus. In Lithuania alone, 52 OPS participants accused of drug trafficking, smuggling, extortion and murder were arrested.

At the same time, some accomplices from the Netherlands managed to warn Pavel Kudryavtsev and his people that Europol back in March 2007, together with experts from the Netherlands, had established in their laboratories: most of the amphetamine seized was made from a BMA of one Russian origin. The drug gave out one of the components of the precursor, which the Federal Drug Control Service staff called among themselves the "birthmark".
The channel for the transfer of BMK to Europe was closed, but the group of Pavel Kudryavtsev decided not to cease their activities. On his instructions, Alexander Nedugov even conducted special studies, purchasing expensive equipment in Ukraine. In the end, chemists managed to get rid of the "birthmark". But the sales channel of BMK has changed dramatically.
The investigation broke all records
According to the Federal Drug Control Service, Pavel and Ilya Kudryavtsev held talks in Moscow with representatives of the Armenian Himtek company, a former Yerevan research institute, which was led by Samvel Khachatryan, and agreed on supplies. By the way, the product itself was already called a technical detergent - GMPESK sodium salt, produced from the same BMK and sodium pyrosulfite. This drug was converted back to BMK by simple chemical reactions, but it was already able to get around the border unhindered, as it was not on the list of prohibited substances. First, a sample of sodium salt was sent to the Armenian side through one of the delivery services, and then the first contract for the delivery of 1.1 tons of the substance was made through another company. After the buyers failed to isolate a precursor from it, Ilya Kudryavtsev and Alexander Nedugov set off to establish production in Yerevan, as established at the Federal Drug Control Service. In one of his visits, Ilya Kudryavtsev showed how to synthesize amphetamines from a BMA. As a result, the final delivery scheme was organized through "one-day" firms. Production was put on stream, “Himtek” even bought equipment for packing tablets.
How "Trivektr" found nest egg
In 2010, law enforcement officers began to unwind the "Armenian" case with the testimony of one of the witnesses who knew about some supplies of chemical products from Trivektra through Domodedovo Airport. Four years later, the investigation collected all the necessary information that opened up the general picture of the crime. It was proved that for the period from 2007 to 2009, the father and son of the Kudryavtsevs and their accomplice Alexander Nedugov delivered about 10 tons of GMPESK to Armenia. The examination carried out in the case established that the precursor supplied to Perm from Yerevan is quite enough to produce at least 60 million single doses of amphetamine, which, taking into account the percentage of pure amphetamine in the directly sold drug, can be estimated at about $ 3 billion. only in Armenia - most of the products were sent to Turkey and Syria.
In Armenia itself, after the discovery of several drug laboratories, a loud trial of chemists took place, which was called the “professors case”. His defendants received an average of ten years in prison. Meanwhile, considering that the crime itself was committed not in Russia, but in Armenia, the criminal case against the Kudryavtsevs and Nedugov was initiated only in 2014 after consultation and negotiations with the Armenian side. By the way, by that time Ilya Kudryavtsev was already in the colony - he had already received three years of imprisonment in 2013 for fraud related to the theft of several tons of precursors held as material evidence in a criminal case and held in custody.
"Trivektr" suffered from drug addiction
Once under investigation, Kudryavtsev Jr. and Ailments denied their guilt. Ilya Kudryavtsev, in particular, claimed that he traveled to Armenia just as a tourist and to communicate with friends, but he had nothing to do with the drug business. Nedugov said that he visited Armenia on the instructions of his leadership, talked with local chemists, but they were talking exclusively about technological processes that had nothing to do with the production of amphetamines. However, law enforcement officers found and withdrew the instructions on the allocation of the BMK from the "detergent" written for Armenians by Russian chemists.
In turn, Kudryavtsev Sr. managed to escape from the investigation in Israel. He went there with his Jewish wife and even received citizenship. However, he has already been announced on the international wanted list, and negotiations are underway with the Israeli authorities on the possibility of his extradition to the Russian justice system.
To Tula with its precursor
According to the Federal Drug Control Service, over the years of its existence, Trivektr, later recognized as bankrupt, produced and sold more than 100 tons of BMC to drug dealers. According to experts, of this amount of precursor can be made about 70 tons of pure drug. And this is about 700 tons of street drug, which in quantitative terms equals 3.5 billion tablets. At the same time, the total revenues of manufacturers, smugglers, drug laboratories and drug distribution networks, according to the Federal Drug Control Service, could reach $ 54 billion.
Thus, the case in which the Perm court sentenced was one of the most notorious and extraordinary in the history of the Federal Drug Control Service. In accordance with a presidential decree on April 5, the department, which was headed by Viktor Ivanov, was abolished, and its functions were transferred from June 1 to the Ministry of Internal Affairs of Russia, which reinstated the main department for the control of drug trafficking. All criminal cases and developments of the Federal Drug Control Service have already been transferred to the Ministry of Internal Affairs, but many of the drug police, including those involved in this investigation, have not yet been taken to the new structure. According to official data, this is due to the fact that the new staff of the Ministry of Internal Affairs after the separation of the National Guard from it and the transfer of functions of the Federal Drug Control Service and the FMS has not yet been determined.

Изготовитель сырья для наркотиков вернулся к науке: он получил работу в Израиле, пишет в четверг, 3 октября, газета "Коммерсант". Находящийся в международном розыске за изготовление и сбыт нескольких десятков тонн сырья для производства амфетамина в составе транснациональной преступной группы бизнесмен Павел Кудрявцев занялся издательской деятельностью.
По информации знакомых с ситуацией источников, он является шеф-редактором журнала Scientific Israel - Technological Advantages. В разное время авторами издания были ученый и директор нескольких компаний Евгений Левич, а также физик и писатель Юрий Магаршак. Ранее это издание возглавлял репатриант Олег Фиговский, президент Израильской ассоциации изобретателей.
В России семья Кудрявцевых приобрела известность после того, как Павел Кудрявцев и его сын Илья стали фигурантами уголовных дел о производстве и сбыте десятков тонн БМК ? прекурсора для изготовления синтетических наркотиков, которыми они занимались в 2004-2010 годах. В то время Павел Кудрявцев, доктор химических наук, возглавлял в Перми ООО НПП "Тривектр" и был председателем региональной торгово-промышленной палаты.
После того как европейская полиция перехватила несколько грузовиков в Прибалтике и Польше, специалисты сделали вывод, что БМК изготавливается в Перми. Тогда местные правоохранительные органы обратились к российским коллегам с просьбой об оказании правовой помощи. Как утверждает один из источников, тема пермского прекурсора поднималась даже в ходе одной из встреч между Ангелой Меркель и Владимиром Путиным. В посольстве Израиля от комментариев о местонахождении господина Кудрявцева отказались.
